This is a known MSWindows issue. Maybe it is solved in the near future as
the test version on
https://sourceforge.net/projects/pspp4windows/files/2017-11-16-ForTestingOnly/
seeems to work well for the copy.paste from.to the sheet.

copying-pasting from the output window into the syntax window or into

menu. And it seems
????? that nothing is copied when I insert in the syntax window. This

I just tried it on GNU/Linux and it seems to work fine, so it is
probably a windows
specific problem.
